Turf-based groups with colours and a block. Up to 15 registered members, max 6 in any one criminal scene. Wars must be declared through gang management.
Legal businesses (mechanics, restaurants, dealerships) and criminal organisations (supply, laundering, contracts). Orgs work in the shadows and don't claim turf.
